These include extending the 3% annual renovation obligation to all public buildings above 250 m², introducing a 1,9% annual energy consumption reduction target for the public sector, establishing public building inventories, introducing Minimum Energy Performance Standards (MEPS) that mandate binding renovation calendars for non-residential buildings, and integrating public buildings as a priority segment within National Building Renovation Plans. Public buildings are thus expected to play an exemplary role as market shapers and reference points for the industrialisation of renovation. A central challenge is to ensure that these obligations are implemented through robust governance and delivery structures that can operate at scale and reach building owners effectively. \n\nFrom running Energy Performance Contracting schemes to developing building stock observatories, guiding homeowners and municipalities in auditing their buildings, mobilising the right expertise and resources, developing innovative financing schemes, and operating renovation One Stop Shops, Regional and Local Energy Agencies have long acted as delivery agents of the EED and EPBD.  \n\nThis session focuses on how concrete local and regional experiences in renovating public buildings can inform the effective transposition and implementation of the EED and EPBD. Drawing on operational models developed through initiatives such as regional One Stop Shops in Spain, FACILITA, small municipality support schemes, BAOBAP, and cross county renovation frameworks in Croatia, CROSS, the session will examine how these approaches can be embedded into national plans as scalable implementation mechanisms. It further creates opportunities like energy cost reduction or synergies with other sectors.\n\nThese aims are however only reachable for cities, if they start collaborating more closely with DSOs, who have until now been more prominently in charge of local energy systems. The basis of this session is an E.DSO white paper on city-DSO collaboration. It introduces the city-grid interface (CGI), a framework for long-term collaboration between cities and DSOs on operational, tactical, and strategic levels. The framework is backed by innovative examples of European cities and DSOs moving beyond ad hoc, one-off tasks towards working together in ways that truly catalyses the energy transition. The Directive introduces critical provisions that call for harmonised national databases, enhanced interoperability, and the establishment of a robust EU Building Stock Observatory (EU BSO). In particular, Article 22 places stronger emphasis on the availability, accessibility, and reuse of building-related data to support policy design, implementation, and monitoring. One of the innovations of the Recovery and Resilience Facility (RRF) was to link financial support to progress on reforms and investments outlined in national Recovery and Resilience Plans (RRPs) and aligned with EU priorities and European Semester Country-Specific Recommendations (CSRs). National parliaments have played a key role in voting the agreed reforms in the RRPs, thus ensuring the democratic accountability of the instrument and the reform framework has worked in creating the operating conditions for the effective implementation of the investments envisaged by the Plans.\n\nSignificant reforms, embedded in the area green transition, also through the introduction of the RePowerEU chapter to the NRRPs contributed already to decrease the energy component of electricity costs . For instance balancing market reform created more opportunities for demand-response and storage, in Bulgaria and Poland, the reform to improve access to grid information allowed developers to know where to invest, in Bulgaria, Czechia, Slovakia, reform supporting smart-metering allowed more flexible consumption, leading to lower energy prices and lower investments needs for grids in Greece and Hungary.\n\nThe aim of the conference is to present an overview of the main reforms introduced by the RRPs and their first outcomes as well as the lessons learned  and which public and private investments have been or could be triggered by the achieved reforms. \n\nThe conference will focus on the reform on permitting for large renewable energy projects which remains challenging in some Member States, and the possible impact of this reform.
